It does not start with a cooking station though, if you can't make your own, try Red Rocket Station, it has one out around back already set up. You get access to it early on, there’s a lot of room to build, and it’s pretty easy to find for quick traveling to on the map, being all by itself up in the top left. I would suggest Sanctuary as a good starting base for this. You will need to set up a base of operations with a cooking station. Sometimes the only thing standing between you and death is stopping to check your Pipboy for a snack. Cooking can be more important than you think in the world of Fallout.
